Education:

1991 – Donetsk State University, major in History, qualification: Historian, Lecturer in Social Studies.
2004 – Taganrog State Radio Engineering University, major in Law, qualification: Lawyer.

In 1998, defended a Candidate of Sciences (PhD equivalent) dissertation at the specialized Academic Council of Donetsk National University on the topic: “Activities of the Ukrainian Militsiya during the Great Patriotic War (1941–1945).”

In 2001, the Attestation Board of the Ministry of Education and Science of Ukraine conferred the academic title of Associate Professor.

In 2007, defended a Doctor of Sciences dissertation at the specialized Academic Council of the Institute of Legislation of the Verkhovna Rada of Ukraine on the topic: “Legal Foundations of the Activities of Internal Affairs Bodies of Ukraine in Transport during the First Half of the 20th Century.”

In 2007, the Attestation Board of the Ministry of Education and Science of Ukraine conferred the academic title of Professor.

Academic and Teaching Activities:
2014 – Present: Acting Head of the Department of Theoretical and Legal Disciplines.

Social and Civic Activities:
2019 – Present: Member of the Scientific and Methodological Council under the Constitutional Court of Ukraine.

Honorary title “Honored Lawyer of Ukraine” (Decree of the President of Ukraine No. 745, 20 August 2008)
2012: Awarded the honorary title “Honorary Doctor” of Berdyansk University of Management and Business by decision of its Academic Council

Research Interests: Issues in the history of state and law, constitutional law, and the history and development of law enforcement agencies.

Publications: During the course of academic work, a total of 407 publications have been produced, including 43 monographs, 25 textbooks and teaching manuals, 150 articles in professional journals, 10 articles in international scientific journals, 164 conference abstracts, and 16 abstracts presented at international conferences.
