Journal History
The initiative to create a scientific and practical journal arose in 2007, when the Law Faculty of the Ukrainian Academy of Banking summarized the results of the first decade of its existence. At that time, the faculty had already formed a powerful teaching staff with significant scientific potential, and the names of leading scholars - D. Lukianets, V. Chernadchuk, V. Sukhonos and others - became widely known not only in Ukrainian but also in foreign scientific circles. Therefore, the need to create its own printed publication as a platform for disseminating research results, analyzing lawmaking and law enforcement activities, and discussing current issues of jurisprudence became apparent.
The idea was supported by the Academy's leadership, first of all, by the Rector, A. Epifanov. In September 2007, the scientific and practical journal "Legal Bulletin of the Ukrainian Academy of Banking" was registered by the Ministry of Justice of Ukraine, and the first issue was published in 2008.
The editorial board of the journal was headed by Doctor of Law, Professor D. Lukyanets, and its executive secretary was Candidate of Law, Associate Professor V. Zavgorodnia. The editorial board of the journal also includes a number of well-known legal scholars, in particular, Doctor of Law, Professor, Academician of the National Academy of Sciences of Ukraine Y. Shemshuchenko, Doctor of Law, Professor O. Andriyko, Doctor of Law, Professor L. Davydenko, Doctor of Law, Professor S. Stetsenko. Stetsenko.
The Bulletin opened sections on the main branches of legal science, and later - on methods of teaching legal disciplines. The journal quickly gained credibility and became popular among scholars and students, as well as among legal practitioners. In addition to articles by national authors, it began to publish articles by scholars from Poland, the Czech Republic, the Russian Federation, Belarus and other countries.
On January 26, 2011, by Resolution of the Presidium of the Higher Attestation Commission of Ukraine No. 1-05/1, the journal was included in the List of Scientific Professional Publications of Ukraine, which may publish the results of dissertations.
A new impetus for the development of the journal was given in 2015-2016 by the merger of the law faculties of the Ukrainian Academy of Banking and Sumy State University and the creation of the Educational and Research Institute of Law of Sumy State University on their basis. The journal changed its name to LEGAL HORIZONS, and the editorial board was expanded to include many well-known legal scholars, including those from abroad.
The challenges of our time, the rapid processes of internationalization and globalization of legal science have necessitated the expansion of the scope of the publication, the use of English as the language of international scientific communication, and the formation of the scientific school has led to an increase in the frequency of issues.
According to the Order of the Ministry of Education and Science of Ukraine No. 996 dated 11.07.2017, the journal is included in the List of scientific professional publications that may publish the results of dissertations for the degree of Doctor and Candidate of Sciences in legal disciplines.
In January 2018, the magazine "LEGAL HORIZONS" was included in the international scientific-metric database Index Copernicus (Poland), and in May 2023 - in the international scientific-metric database - HeinOnline (USA).
The journal is included in the List of scientific specialized publications of Ukraine, in which the results of dissertations for obtaining the scientific degrees of Doctor of Science, Candidate of Science and Doctor of Philosophy can be published (Order of the Ministry of Education and Science of Ukraine dated October 15, 2019 (category "B").
